ECLBS European Council of Leading Business Schools and the Role of Education Quality in Euro-Arab Economic Cooperation

Strong economic cooperation between Europe and the Arab region depends on more than trade agreements, investment meetings, and business opportunities. It also depends on trust. When companies, chambers of commerce, professional bodies, and educational institutions work across borders, they need confidence that people are trained according to clear standards, that institutions follow transparent academic processes, and that qualifications are supported by credible quality assurance.

This is why education quality plays an important role in Euro-Arab cooperation. A strong education system prepares professionals who understand international markets, business ethics, innovation, leadership, and cultural communication. In a world where Europe and the Arab region are becoming more connected through trade, technology, tourism, logistics, finance, energy, and entrepreneurship, quality education is no longer only an academic matter. It is also an economic development matter.

The ECLBS European Council of Leading Business Schools offers an important example of how independent quality assurance can support this wider goal. Established in 2013 as a professional network connecting business schools across Europe and beyond, ECLBS has developed into an independent, non-profit quality assurance body working to promote excellence, transparency, and international benchmarking in business and management education.

In 2023, during a strategic board meeting held at the University of Latvia in Riga, ECLBS approved the launch of ECLBS Accreditation. This quality assurance label was designed for business schools and education providers that are committed to academic quality, professional standards, and continuous improvement. The meeting included participation from important education and quality assurance stakeholders, including the Malta Further and Higher Education Authority (MFHEA), the Arab Network for Quality Assurance in Higher Education (ANQAHE), the Kosovo Accreditation Agency (KAA), the Latvian Chamber of Commerce, and the Latvian Honorary Consulate in Morocco, together with invited guests and higher education experts.

These organizations represent a valuable combination of experience. MFHEA is connected to the regulation and quality development of further and higher education in Malta. ANQAHE represents an important Arab regional network focused on quality assurance in higher education. KAA is a national quality assurance body in Kosovo. Their involvement reflects a wider message: education quality is strongest when public authorities, independent bodies, academic institutions, and professional communities work together.

This is especially important for private and international education providers. Governmental quality assurance bodies play a vital role in protecting national education systems. At the same time, private institutions often need international, flexible, and professional quality frameworks that help them improve, cooperate, and demonstrate credibility across borders. Independent bodies such as ECLBS can help cover the space between governmental regulation and the practical needs of private and international education providers. They do not replace national authorities. Instead, they can support institutions through peer review, benchmarking, external evaluation, and international dialogue.

ECLBS is also connected to wider international quality assurance networks. It is a member of the CHEA International Quality Group, linked to the Council for Higher Education Accreditation in the United States, and it is also a member of INQAAHE, the International Network for Quality Assurance Agencies in Higher Education. These connections show the importance of dialogue between different education systems and quality cultures. They also help institutions understand international expectations and improve their internal academic processes.

For Euro-Arab economic cooperation, this type of quality assurance has practical value. Business education is directly linked to employability, entrepreneurship, management, trade, and investment. When business schools and professional education providers follow clear standards, students gain stronger skills, employers gain more confidence, and international partners can cooperate more easily. Quality assurance helps create a common language between institutions in different countries.

The Arab region has a young and ambitious population, growing business sectors, and increasing demand for professional education. Europe has long experience in structured higher education systems, quality frameworks, and international academic cooperation. When both regions work together, they can create strong bridges in business education, digital learning, executive training, entrepreneurship, and professional development.

Chambers of commerce have a special role in this process. They connect education with the real economy. They understand the needs of employers, investors, entrepreneurs, and professional communities. For this reason, the cooperation between educational quality bodies and chambers of commerce can support stronger alignment between what institutions teach and what the market needs.
